He is as timeless as the universe, but his consciousness navigates states, and a state is a whole that contains: past, present and future. Take a book, open it at a random a page. The characters are there, and they have a past in previous pages and a future in the next pages, add all pages exist at the same time. Moving to a different state is like opening another book at a different page, a book with similar characters but a different story. A book where different things happened in the past, and different things will happen in the future and this is how you get "Glitches". When you hold a book, you see that the full story is there in your hands, laying in the eternal now, your present.The same is true for states, Future and Past have no reality besides being embedded in the eternal present of a state. Just like with a book you can hold it in your hands, examine it, open it at a random page and decide if you like it.
